Maximize Savings & Efficiency with the New
Multifamily Energy Retrofit Pilot Program in Central Oregon

At Central Oregon Disaster Restoration (CODR), we understand the importance of maintaining and enhancing the properties you own, especially when it comes to improving energy efficiency and reducing operating costs. We’re excited to share an incredible new opportunity for multifamily property owners in Crook, Deschutes, and Jefferson counties: the Multifamily Energy Retrofit Pilot Program. This initiative could provide significant financial and practical benefits for your buildings and tenants.
What is the Multifamily Energy Retrofit Pilot Program?
Led by the U.S. Department of Energy (DOE), the National Renewable Energy Laboratory (NREL), and the Building America Program, this pilot program aims to address the unique challenges of retrofitting older, low-rise multifamily buildings in non-urban areas. Locally managed by Earth Advantage and Elevate, this initiative focuses on improving energy efficiency in multifamily homes, ultimately leading to lower utility costs, better living conditions, and a reduced carbon footprint.
Why This Program is a Game-Changer for Property Owners
- Generous Rebates and Financial Support: Starting in Q1 2025, the Oregon Department of Energy (ODOE) will offer new HEAR rebates, and additional utility rebates could cover 50% to 75% of project costs, depending on the income levels of your tenants. This means that significant upgrades to your properties could be more affordable than ever.
- Enhanced Property Value and Tenant Satisfaction: Retrofits can include measures such as improved insulation, energy-efficient heating and cooling systems, upgraded windows, and water-saving devices. Not only do these improvements lower energy bills, but they also enhance indoor air quality, comfort, and overall tenant satisfaction. Upgrades like these are especially valuable during extreme weather conditions, such as heat waves or wildfire smoke events, providing your tenants with added comfort and resilience.
- Expert Guidance and Tailored Solutions: The pilot program brings together top experts from DOE, NREL, and the Building America Program to develop effective and durable retrofit technologies tailored specifically for multifamily buildings. The pilot team will work closely with you to identify the best retrofit measures for your properties, leveraging available incentives, federal tax credits, and energy efficiency funding to provide cost-effective solutions.
- Support from CODR: At CODR, we’re here to support you every step of the way. Whether it’s connecting you with the pilot team, helping you navigate available incentives, or providing guidance on how these retrofits can integrate into your existing property management plans, our team is ready to assist. We understand the unique challenges that come with maintaining multifamily properties, and we’re committed to helping you maximize the benefits of this program.
